#The Nearer the church the farther from God..? Pakistan is the country that capital is Islamabad and whole nation’s decision taken by the Government of Pakistan in Islamabad where the authority takes financial decision, law making, rules and regulation but unfortunately no one can follow these rules why ?local peoples give vote to the members of National assembly and they becomes the member of Pakistan national assembly and playing important role for the local peoples their key functions of the National Assembly include the making of laws, the controlling of the finances of the State and also a critical role to check the actions of government and the Ministries but they fights like a doges recently a minister of PML (N) abusing another member of national assembly of opposite party of PTI every one shocked about these members of national assembly a few month back in the front of National assembly speaker these minister are fighting shutting likes a dogs what message will goes to whole nation ?? Most of the minister of national assembly has Fake degree when you see them they have the luxury life style believe me when you tell them to wright a signal application they cannot do this? On other hand the poor peoples of Pakistan facing financial hurdles during study and faces challenges and get their degree that’s useless in country like Pakistan but no one take action because of money. Important thing that not possible but still advisable to the Govt of Pakistan need highly qualified Students in national assembly and Strong rules for that members during election documentation in upcoming 2018 there is only few months remains in upcoming election need to prepare strong law that follow by all otherwise these Fighter again a part of national assembly and creates Lots of Rollay ?thats way I called The Nearer the church the farther from God

    Tags: Child Labor in Pakistan.

    CHILD LABOR IN PAKISTAN::::
Child labor in Pakistan is the employment of children for work in Pakistan, which causes mental, physical, moral and social harm to children. The Human Rights Commission of Pakistan estimated in the 1990s, 11 million children were working in the country, half of which were under the age of ten. In 1996, the median age for a child entering the work force was seven, down from eight years old in 1994. It was estimated that one quarter of the country’s work force was made up of children.[2] In a city of Pakistan, Hyderabad children enter work force at the age of 4 or 5 years old making bangles and bracelets. They make around 12 sets (per set containing 65 bangles) and only receive Rs.40 which takes around 2 to 3 days. This is not just a situation of Hyderabad but all other Katchi Abadis of Pakistan.
As of 2012, it is estimated that 96 percent of working boys in urban areas were employed in the wholesale and retail industry. The following 22 percent in the service industry and 22 percent in manufacturing. As for the girls, 48 percent were employed in the service industry, while 52 percent were employed in manufacturing. In rural areas, 68 percent of working boys were joined by 82 percent of working girls. In the wholesale and retail industry the percentage of girl were 11 percent followed by 11 percent in manufacturing. Child labour in Pakistan is perhaps most rampant in the city of Multan, which is an important production centre for export goods.
    Football stitching
By the late 1990s, Pakistan had come to account for 75 percent of total world production of footballs (or “soccer” balls in the US), and 71 percent of all soccer ball imports into the United States. The International Labour Rights Forum and allies called attention to rampant child labour, in the soccer ball industry. According to investigations, thousands of children between the ages of 5 and 14 were putting in as many as 10 to 11 hours of stitching per day.[13] Then, the
Child labour remains one of the major problems afflicting Pakistan and its children. Pakistan has passed laws in an attempt to limit child labour, but those laws are universally ignored. Some 11 million children, aged four to fourteen, keep the country’s factories operating, often working in cruel and neglected condition.
In December 2014, the U.S. Department of Labor’s List of Goods Produced by Child Labor or Forced Labor reported 9 goods of which 6 are produced by child labourers in Pakistan. These include the making of bricks, carpets, glass bangles, leather and surgical instruments, as well as cool mining.
    Causes
The International Labour Organisation (ILO) suggests that poverty is the greatest single cause behind child labour. Pakistan has a per-capita income of approximately $1900. A middle class person in Pakistan earns around $6 a day on average. The average Pakistani has to feed nine or ten people with their daily wage. As of 2008, 17.2% of the total population lives below the poverty line, which is the lowest figure in the history of Pakistan. Poverty levels in Pakistan appear to necessitate that children work in order to allow families to reach their target take‐home pay. For companies, the low cost of child labour gives manufacturers a significant advantage in the Western market place, where they undersell their competitors from countries which prohibiting child labour. According to a recent research conducted , a main cause of child labour in the fishing sector on the Balochistan coast was the low quality of education, lack of job prospects, and lack of progress in the region. It was found that in this particular province that there are high drop out rates and low literacy rates. The researchers believe that if policies focus on bettering education that it will help aid the effort of reducing the amount of child labour.
    Government policies on Child Labour
A number of laws contain provisions prohibiting child labour, or regulating the working conditions of child and teenager workers. The most important laws are:
    • The Factories Act 1934.
    • The West Pakistan Shops and Establishments Ordinance 1969.
    • The Employment of Children Act 1991
    • The Bonded Labour System Abolition Act 1992.
    • The Punjab Compulsory Education Act 1994
International Labour Organization, and the Sialkot Chamber of Commerce and Industry signed the Partners’ Agreement to Eliminate Child Labour in the Soccer Industry in Pakistan on February 14, 1997.
    Measures to be taken:
    1. All Provincial Labor Departments should strictly monitor all business centre, factories, wholesalers where the child labor is deployed and make sure that the child labor is employed as per Factories Act and all the facilities are being provided properly.
    2. In case of non-compliance of the labor laws, heavy fines are to be imposed to the concerns.
    3. No child below the age of fourteen years shall be engaged in any factory or mine or any other hazardous employment.

    Social Mobility;
Social stability: is a sociological perspective that states a group always seeks to maintain balance by forcing out ideas and individuals that disagree with popular opinion. This helps keep society in balance and promotes harmonious coexistence. A lack of social stability causes revolution and unrest in the group.

    Step of Social Mobilization:
Social mobilization will be initiated by Community Mobilizers or Social Mobilizers. Firstly they should visit the community in the camps and their settlements and establish a rapport. Determine physical boundaries of the settlement with the people. Should assist the community in holding a mass meeting and encourage them to understand the need to organize for collective action. Assist in the formation of Primary Groups in the settlement of clusters of 10 to 15 houses Assist the Groups in camp management and relief distribution. Each group will select a group leader and a secretary to serve for a period to be determined by them Ideally the size of the group should be 15-20 households. The group should discuss amongst themselves and workout their rules of association. Ensure that rules are clearly understood by all group members. Initially the groups would have to meet daily to discuss the most pressing issues and action to be taken. For a community, the appropriate number of groups would be around 20.

    Formulation of Community Group:
A group of persons in a community affected by a disaster, who wish to address their common interest of recovery and reconstruction, can form a Primary Group (PG). The main issue of common interest is rebuilding of the homes, but they may have many others e.g. restarting their livelihoods, education, health care, savings and credit, enterprise community infrastructure etc. The purpose of forming a Primary Group is for the group to collectively address these particular issues. Community members who would have been living in neighborhoods with socio-economic affinity, having common interest.

Formulation of Community Development Council (CDC)
After the formation of Primary Group the l (CDC) will be formed in each community The purpose of the CDC is to address the common development issues faced by the entire community All group leaders and secretaries will be the members of the CDC. The members will elect a Chairperson, a Vice-chairperson, a Secretary and a Treasurer for a period to be determined by them The office bearers can be elected through secret ballot or consensus
Either the chairperson or vice-chairperson should be a female member Community Development Council may assign specific tasks to members as and when necessary The Community Development Council should formulate a Constitution for its operation and this should be presented to and accepted by the whole community.
The Community Development Council should apply for registration to the Local Authority or the local level government agency The Community Development Council should open a bank account in a recognized bank with the Treasurer as mandatory signatory and the
Chairperson and Secretary as alternative signatories To establish linkage among the CDCs, and forum can be established at city or district level.

    Beneficiary identification:…….
In a disaster or a conflict recovery programme, generally all the affected families are entitled beneficiaries. In this situation one would often find that families who were not affected trying to get into the recovery programme in order to draw on the cash and other benefits that will be provided. Therefore screening becomes important. The government official working at the local level may have the lists from the initial damage assessments. These lists need to be screened by the community in a transparent manner.

The following steps are useful to establish a transparent process:

    1. Obtain list of beneficiaries for a community from the Government official who would have been responsible for identifying the initial affected families (Please note that this official may not be from the community and she/he may not have accurate information)

    2. Collect copies of Damage Assessment Form from the relevant Government office

    3. Verify legitimate beneficiaries by checking where they had been living

    4. CDC verification of beneficiaries with community screening i.e. community consultation to ensure that legitimate beneficiaries are included in the programme

    5. Finalize beneficiary list after the community screening and bring to public notice

    6. Identify missing or vulnerable families who are not on the beneficiary list

    7. Consider appeals from beneficiaries who are not selected and take up their case to the relevant authorities
    8. Confirm the final list of beneficiaries with the community and the relevant authorities

    9. Log beneficiaries into the project database

Note: If the above criteria and the steps mentioned above would be adopted a best social mobilization structure would be established.

    Social Mobilization
Social mobilization (community enlistment) is a route that raises vigilance and motivates people to demand change or a careful progress. It is used by community movements at grassroots groups, governments and civil society organizations to achieve a particular goal, and in most cases, the process of social mobilization takes place in large gatherings, such as processions, demonstrations, marches and mass meetings. Communities that take charge of their own recovery will make informed decisions, reach sustainable solutions, and achieve better results faster, while at the same time enhancing their solidarity and capacity to undertake development initiatives.
The population is mobilized to participate in their own benefitted activities (both male and female) for income generation by applying different methods.
Grassroots mobilization is when a group of individuals in a particular community come together to organize for social, political, ecological or economic change in order to make enhance the quality of their lives or the lives of others.
Mass mobilization (also known as social mobilization or popular mobilization) refers to mobilization of civilian population as part of contentious politics. Mass mobilization is often used by grassroots-based social movements, including revolutionary movements, but can also become a tool of elites and the state itself.
Currently, social media outlets play an integral role in social mobilization. It is easier to organize and disseminate social mobilization due to huge followings on social media. The Internet is an important political tool used to organize and implement mass mobilization efforts.

Tags: Fard for Land, Punjab Govt., Punjab Land Records Management & Information System

Efficient, Accurate Equitable and Secure Land Records Management & Information System in Punjab. Government of Punjab took an initiative to put all Land Record on online so that accurate and efficient system is developed to ease of the land owner, A month ago it is pleasure to inform all concerned that this system is functioning effectively. Every one knows that for obtaining land “Fard” it took lot of time and energy and pay heavy amount to the “Patwari Mafia” for this purpose. With the introduction of this new Land Recorde Management System, every one can obtain the required land documentation. The system is very simple. Go to the concerned Land Record Management Office established at Tehsil Level, get a token and the officials will start processing the case. First of all NADRA verification is made only take 5 minutes. The case is again verified with the system to check the land location of the owner. After all verification on the sport picture is taken with bio-matric and within an half hour you will get the required documentation with signed and stamp at cost of Rs. 150.00. After introduction of this system no other Land Revenue official either Patwari or Tehsildar or any other person is allowed to issue such documentation. Moreover Fard for land sale change of name all such tasks are done by this new system. Only the owner of the land is allowed to get the land documents no other person or his/her relative is allowed to get the documentation on his/her behalf. Moreover, there is no sign of corruption and no one is authorized to receive the access fee. I think this is a great initiative taken by the Government of Punjab particularly for the rural areas where the non-educated persons are suffering. For any complaint anyone can call this No. 042-111-222-277
